Person assignment TAB, doesn't appear in the Network activities

Problem:
In IDES environment, I created a project from a template, and the Personal Assignment TAB doesn't appear in the Network activities.

Diagnostic/Solution
The check box "Capacity reqmts" isn't checked in the header of the Network, when checked it the problem gone.
